New Hud Element 'HudMedicCritHeals'. Shows the critheal bonus on the medics hud next to their Übercharge.

Custom huds will need to add 'HudMedicCritHeals' to their 'hudlayout.res' for this element to show up.

Medics and disguised friendly spies heal rate bonus will show here when healing them with the medigun unlike the targetid. Enemy spy rules still apply.
