The mechanisms for official appointments and promotions have been optimized: officers in the Tiance and Chifeng armies can now be promoted based on merit. Outstanding local officials may also be transferred across regions to fill vacancies, thereby reducing instances of long-term high-level vacancies and the direct appointment of unqualified individuals to senior posts.
